Gary Culp

Bio:

Gary Culp is senior vice president of government markets at Blue Shield of California, a nonprofit health plan with more than $28 billion in annual revenue serving nearly 6 million members in the state's commercial, individual and government markets.

Gary oversees strategy, performance, growth and retention across Medicare, Medi-Cal, and Individual & Family Plans. He is responsible for driving innovation, expanding our footprint, and ensuring we deliver high-quality, equitable care to the members and communities we serve. Gary works closely with leaders across the Family of Companies to strengthen our partnerships, oversee Risk Adjustment, enhance member experiences, and position Blue Shield as a leader in government-sponsored health programs.

Gary is an accomplished executive with over 25 years of experience in the healthcare industry, specifically within health plans and government programs. Most recently, he served as the Chief Distribution Officer at Cigna Healthcare, where he was instrumental in driving growth and expansion initiatives across government and consumer-driven business sectors. Prior to Cigna, Gary held key leadership roles at CVS Health and Aetna, where he successfully transformed their Medicare presence from limited geographic areas to a comprehensive national footprint.

Gary is known for his visionary leadership, collaborative style, and deep expertise in Medicare and understanding of Medicaid programs. His experience spans provider network development, market expansion, and member engagement - making him an ideal fit for our mission to ensure all Californians have access to high-quality health care at an affordable price.

Gary earned his bachelor’s degree from California State University, Long Beach, and completed executive leadership and innovation training through the Disney Institute. He serves on the ConnectureDRX Customer Advisory Board and has also served on the board of the American Diabetes Association.
