Bio:

Ginny Whitman is Associate Director of Public Policy at the Alliance of Community Health Plans (ACHP), where she leads policy strategy on Medicare Advantage and Digital Transformation. Her portfolio includes developing policies and strategies on interoperability, virtual care, price transparency and prior authorization to engage with federal agencies and health care stakeholders on behalf of ACHP member companies.

Ginny also serves as product manager for atlas@ACHP, a strategic data platform designed to strengthen collaboration and insights across ACHP’s nonprofit, provider-aligned health plans. She leads the initiative’s overall strategy, governance and member engagement, guiding it from concept development through onboarding and adoption.

Before entering health policy, Ginny worked in clinical and research settings, including three years as an emergency medical technician—an experience that inspired her to pursue systems-level change in health care. She holds an M.S. in Physiology and Biophysics from Georgetown University and a B.S. in Biology, with a minor in Anthropology and Sociology, from Rhodes College.
